Jay Garrick and Doctor Flura arrive to meet with a newspaper publisher, Dale Thomas. Thomas cancels their appointment to keep another rendezvous. Down in the press room, the body of the man Thomas was set to meet, Jim Ronson, rolls out of the press. 20 years ago, Thomas and Ronson had been on an expedition in the jungle, when they were separated. Ronson elected to stay behind to seek out "The Secret City", swearing he'd return with the exclusive story, in two decades. Ronson's body suddenly disintegrates. Garrick slips away and returns as the Flash. To get to the bottom of the mystery, the Flash ferries Thomas, and Flura, back to the jungle.
Despite the passage of years, Thomas is able to pick up the trail he and Ronson had followed. Entering a clearing, the trio encounters a group of armed men. The Flash dispatches them quickly. As each man falls, he disintegrates as Ronson's body had done. Inexplicably, Ronson appears to lead the party to the Secret City. Ronson actually leads them into a trap. There, the trio meets the true Ronson, who has been held as a prisoner in the Secret City for 20 years. For trying to warn the outside world of the Secret City's invasion plan, Ronson and the other are put to death, by fire. The Flash puts out the flames and leads the others out of their cage.
Using his ability to project mental images, the leader of the Secret City attacks the Flash with copies of the Scarlet Speedster. When that tactic fails, he creates mental duplicates of himself to oppose the Flash. That tactic, too, fails. Beaten, the leader offers the Flash any price at all for his freedom. The Flash demands that the denizens of the Secret City use their astounding mental powers to benefit the whole of humanity and to give up on their dreams of conquest. Ronson, again, remains behind to write the story. A story Thomas will be all too happy to publish.
